[Draft] LocalSafe Engagement Program

Objective

LocalSafe focuses on creating and empowering local communities to promote the adoption, education, and engagement of Safe’s ecosystem worldwide. Our goal is to foster regional growth, build grassroots support, and ensure that Safe’s vision resonates with diverse audiences effectively.

Problem and Solution

This program tackles the challenge of limited awareness and engagement in underrepresented regions. By addressing language barriers and cultural misunderstandings, we aim to facilitate the adoption of decentralized technologies.

The program is crucial for advancing the adoption and growth of Safe’s ecosystem. It builds global connections and empowers local communities.

Strategic Importance

    Feedback from local communities provides Safe with a deeper understanding of regional needs, challenges, and trends.

Target Communities
We see that the budget available now for Strategy 4 is not enough to launch the program in all local communities (they are about 13) so we will focus on only 4 communities at the beginning:

Arabic (MENA)
Spanish (Latam)
Russian (CIS)
Chinese

Rewards System (Reward based KPIs)

Rewards will range from $500 to $3,000 per month, depending on community performance and adherence to specific KPIs.

Category and KPI Breakdown

Tier 1 ($500)

  1. Twitter: 2,500 Impressions (10%)
  2. Telegram: 50 members + 10% engaging members (10%)
  3. Articles: 2 original articles (10%)
  4. Videos: 1 original video (minimum 100 views per video) (10%)
  5. Translation and Management: Translate 70% of Twitter posts and articles. Publish on local Twitter and Telegram with member support and account management (20%).
  6. Events: 1 webinar or AMA with at least 5 attendees (20%).
  7. Developer Events: 1 event with at least 5 attendees (20%).

Tier 2 ($1,000)

  1. Twitter: 7,500 Impressions (10%)
  2. Telegram: 100 members + 15% engaged members (10%)
  3. Articles: 3 original articles (10%)
  4. Videos: 2 original videos (minimum 200 views per video) (10%)
  5. Translation and Management: Translate 80% of Twitter posts and articles. Publish on local Twitter and Telegram with member support and account management (20%).
  6. Events: 2 webinars or AMAs with at least 10 attendees (20%).
  7. Developer Events: 1 event attended by at least 10 people (20%).

Tier 3 ($1,500)

  1. Twitter: 12,500 Impressions (10%)
  2. Telegram: 150 members + 15% engaged members (10%)
  3. Articles: 4 original articles (10%)
  4. Videos: 3 original videos (minimum 400 views per video) (10%)
  5. Translation and Management: Translate 90% of Twitter posts and articles. Publish on local Twitter and Telegram with member support and account management (20%).
  6. Events: 2 webinars or AMAs attended by at least 15 people (20%).
  7. Developer Events: 2 events attended by at least 15 people (20%).

Tier 4 ($2,000)

  1. Twitter: 20,000 Impressions (10%)
  2. Telegram: 200 members + 15% engaged members (10%)
  3. Articles: 4 original articles (10%)
  4. Videos: 3 original videos (minimum 500 views per video) (10%)
  5. Translation and Management: Translate 90% of Twitter posts and articles. Publish on local Twitter and Telegram with member support and account management (20%).
  6. Events: 2 webinars or AMAs attended by at least 25 people (20%).
  7. Developer Events: 2 events attended by at least 25 people (20%).

Tier 5 ($3,000)

  1. Twitter: 50,000 Impressions (10%)
  2. Telegram: 400 members + 15% engaged members (10%)
  3. Articles: 4 original articles (10%)
  4. Videos: 3 original videos (minimum 2,000 views per video) (10%)
  5. Translation and Management: Translate 100% of Twitter posts and articles. Publish on local Twitter and Telegram with member support and account management (20%).
  6. Events: 2 seminars or AMAs attended by at least 40 people (20%).
  7. Developer Events: 2 events attended by at least 40 people (20%).

Implementation Plan

Test Period: 4 Months

  1. Month 1:
  • Strategy and KPIs system.
  • Announce and promote the program (We are also in touch with many leaders in the local communities and will invite them to join)
  • Receive applications and conduct interviews.
  1. Months 2-4:
  • Officially launch the program.
  • Test period for all local communities (3 months)
  • Submit detailed monthly reports with activities and KPIs achieved.

Post-Test Period:

  • Organize IRL events every three months for each local community.
  • Establish at least one partnership and collaboration with a local trading platform for each region.

Requirements

To ensure the quality and consistency of deliverables the following requirements must be met:


X:

  • Requirements:
    • Publish at least 3 original tweets weekly.
    • Translate posts and retweets from x.com in X
    • Engagement rate (likes, replies, retweets) should be at least 2%-5%.

Measure method: X analytics

Telegram:

  • Requirements:
    • Publish a minimum of 3 original posts weekly in the group
    • Translate posts and retweets from x.com and publish it in Telegram
    • Respond promptly to member inquiries (within 16 hours max.).

Measure method: Bots like Combot or Telegram stats

Articles:

  • Requirements:
    • Minimum word count: 500 words per article.
    • Must include relevant visuals (e.g., charts, screenshots) where applicable.
    • Content must be related to Safe or it’s ecosystem
    • Articles must be well-researched, grammatically correct, and plagiarism-free.
    • Publish articles to your own website or to platforms such as Medium, Mirror, or other relevant platforms with proper SEO optimization to maximize visibility and engagement.

Videos:

Requirements:

  • Minimum video length: 3 minutes.
  • Content must be related to Safe or it’s ecosystem
  • High-quality visuals and audio (720p minimum, clear voice).
  • Upload videos to YouTube or other relevant platforms with proper SEO optimization for visibility.

Translation and Management of social media channels (X, Telegram/Wechat)

  • Requirements:
    • Accurately translate Twitter posts and articles into the local language.
    • Publish translations on local Twitter and Telegram channels promptly.
    • Encourage community interaction through polls, Q&A threads, and engaging posts.
    • Follow and engage with influencers and Safe ecosystem account.
    • Address any negative feedback or misinformation professionally and promptly.
    • Remove spam and inappropriate content immediately and enforce group rules to maintain a positive environment.
    • Respond to comments and mentions and provide clear answers and guidance for onboarding new members.

Events:

  • Requirements:
    • Duration: At least 30 minutes per event.
    • Use platforms such as Zoom, Google Meet, or Telegram Live.
    • Record and share the session in Telegram, X or YouTube for those unable to attend live.

Reporting and General Rules

  1. Each local community must submit a detailed monthly report containing all activities and KPIs reached.
  2. Reports must be published by the 2nd of the month, and rewards will be distributed by the 7th after review.
  3. Any attempt to cheat or deceive will result in the expulsion of the entire team.
  4. At least 60% of Level 1 KPIs must be met to qualify for rewards.

Budget:

  • Maximum monthly budget for communities (4 communities): $12,000 per month
  • Program management and supervision (1 person ): $1500 per month

We are asking for a total of $44,000 for 4 months. Any remaining funds after that will be returned to the treasury.

Conclusion

The program is a structured initiative designed to expand Safe’s reach through localized efforts, empowering communities worldwide. With measurable KPIs and robust management, this program will effectively build sustainable local ecosystems that align with Safe’s mission.

Thanks for the proposal, @LocalSafe! Local engagement is exciting—I believe it makes sense for Safe to pursue this in some capacity. I’m not an expert in marketing, so I hope others step in to provide you with more actionable feedback.

Note that as per SEP49 this proposal will have to wait until the new grants program is live and apply to it. It will be up to the new Strategy Steering Committee and the Grants Council to evaluate it.

I personally urge you to take a step back and make the foundation of this program stronger so that it can potentially run for multiple seasons and scale up over time. As someone who has been part of setting up local communities in South Asia and MENA, I can assure you that KPIs 1-6 in all tiers can also be achieved without producing any positive effect for Safe. KPI 7 is a hit-or-miss, depending on the organizer and participants. Local engagement does work when done well—no debate there. However, you should be more mindful about its design and focus on the quality of initiatives funded and participants attending.

How to increase the odds of success? This is a huge design space, and there is a lot that can be done. Here are a few ideas worth considering:

  1. Be more selective of participants: For example, prioritize university blockchain clubs or side-events during conferences. That way, you can optimize for the right kind of participant.
  2. Be more selective of activities: Focus on what you are trying to facilitate rather than just the outcome. For example, sponsoring a hackathon for $3,000 to build on Safe is very different from paying $3,000 for a few presentations.
  3. Focus on maximizing the number of local engagements if quality control is not an option: For example, you could design this in such a way that anyone already building on Safe can get some $$ to organize a dinner or coffee for 15–30 people in their area. This approach could potentially catalyze more events, let builders choose the best attendees, and foster grassroots-level engagement.

It’s also essential to understand the broader underlying objective—whether it’s building more communities, generating content on Safe in local languages, increasing trading volume on the SAFE token, etc. The approach to each is probably very different. Running a pilot program to understand what is best catalyzed by this program and how exactly these communities can be grown going forward will help you build something sustainable in the long term. You can also potentially focus on 1-2 regions where you are an expert in during the pilot.

I like this approach. I think there are local communities that the current communication does not reach. Localizing content and meeting can be a great way to raise awareness about Safe.

Some ideas:

  • Clearly define if you want to market Safe Wallet for users, or Safe SDK / Safe Smart Accounts for builders.
  • The articles don’t have to be written, they can also be translated
  • As @amanwithwings said, focus on result driven content, like hackathons, with clearly measurable results (X projects building with Safe)
  • Or make the initiative smaller and include localized content and distribution. You could focus on input-goals here to avoid bots or other things to drive metrics.
  • Safe has a TG group for mandarin chinese speaking people. So you could leverage this for distribution.
  • I think there is an existing local community in Japan, could be interesting to connect with them, too.
