This category is for proposals that are mature enough for voting - determined by a self-assessment of the authors. This can occur after discussions in Phase 0 (which is strongly encouraged) or be initiated directly, see also 
Governance overview.
For a proposal to be recognized in this category, it must:
- Be introduced as a new discussion thread within Phase 1.
- Carry the [Draft] prefix in the title.
- Follow the proposal template in terms of formatting and information (opens by default when creating a new thread)
- If there was an earlier discussion in Phase 0 it needs to provide a link to it.
