I’m wondering if Safe Harbour can be used to build both the convenience and distribution of a Safe tx service outlined by @DennisonBertram.

[Discussion] Decentralizing Safe’s Transaction Service & Creating a Sustainable Revenue Model for the SAFE Token

Having the option to use the Safe transaction tx service fully onchain with Safe Harbour is great when full decentralization is needed! @DennisonBertram’s strategy for a distributed Safe tx service seems like it could build off of this idea combining convenience and decentralization.
