Could I spin up my own ethereum blockchain, make a SAFE contract, and self host the UX?
Are all of the necessary parts open source or are there parts that are not available?

From what I understand apps like Coinshift run their own parallel instance of the Safe transaction service. Reaching out to their team could be a good place to start to learn more.

Most definitely, yes. One may self-host the Safe transaction services, Web UI, and self-deploy the open-sourced Safe contracts on any chain via custom nodes.
