Proposal: [SEP 49] Introduction of Committee and Council structure within Outcomes-based resource allocation framework (OBRA)

Rationale: This proposal introduces the long awaited Committees and Councils structure to improve SafeDAO’s grant allocation process by creating a Strategy Steering Committee and a Grants Council. These groups will oversee strategy development, evaluate funding requests, and streamline grant operations while maintaining DAO governance and accountability.

We supported this proposal because it addresses inefficiencies in the current grant framework, enabling more informed, expertise-driven decisions while reducing voter fatigue. The structure enhances collaboration between the DAO, core contributors, and the community, fostering a more scalable and effective approach to funding initiatives.


Proposal: [SEP 50] Establishing a DAO Oversight Committee to bring Strategy, Process & Accountability to Treasury Management to the SafeDAO

Rationale: This proposal seeks to establish a Treasury Management Steering Committee to oversee SafeDAO’s treasury strategy, focusing on diversifying assets, improving financial sustainability, and managing treasury operations effectively. The committee will propose goals, oversee the selection and monitoring of treasury managers via an RFP process, and ensure long-term alignment with SafeDAO’s objectives while maintaining DAO governance authority over key decisions.

We voted in favor of this proposal because effective treasury management is crucial for the long-term sustainability and operational success of any DAO. Establishing a structured approach with dedicated oversight ensures that resources are allocated strategically, risks are mitigated, and SafeDAO remains resilient in evolving market conditions.


Proposal: [SEP 51] [OBRA] Develop and Integrate Ecosystem Vaults - LuukDAO

Rationale: This proposal seeks funding to develop and integrate Ecosystem Vaults, a new feature built on Safe’s infrastructure that combines multi-signature wallets, account recovery, and yield strategies to provide secure, user-friendly, and rewarding vault options for L2 ecosystem users.

We feel the growth of superchain accounts is indicative of the appetite for more features and the integration of ecosystem vaults. As such, we are in support of this proposal.


Proposal: [SEP 52] [OBRA] Contribution Efficiency System (CES) Bridge Extension - Areta

Vote: ABSTAIN
Type: Off-chain

Rationale: This votes seeks to extend the Contributor Efficiency System (CES) for a third term. The CES sits as an enabling framework for OBRA, providing much needed onboarding, tracking and reporting for approved initiatives. This third term will focus on providing ongoing support for initiatives during the implementation OBRA 2.0 (i.e., the ‘Councils and Committees’ structure). As program managers of the CES, we will be voting ABSTAIN on this proposal in order to remain neutral.


Proposal: [SEP 53] Governance Amendments Season 4, Sprint 4

Rationale: The proposal suggests removing the mandate that Sprint 4 is exclusively a “Review and Governance Amendment Sprint” and enabling all four Sprints in a Season to process governance proposals of all types. We vote FOR this proposal as it streamlines the governance process, enabling faster throughput of ideas and earlier community input/integration. We feel this approach efficient decision-making throughout the season.
